It hasn't yet. Probably all they need to do is adjust some formulas, but magically this never makes it into patches. DCs have the same issue.

I simply want bugs fixed before they try to make PVP an important part of this game. It's ridiculous that so many bugs that affect class balance have not been fixed since launch, and other new bugs have crept in and never been fixed as well.

^This, doing the most damage has never been about soft caps and diminishing returns. It is simply where one stat will give you more damage than another.

Let's not forget that those bigger tooltip damages also scale very nicely with debuffs and buffs which CWs do so well.
