Rather than smoke, I use impact shot. Though, I usually rank out at #1 in damage, so thats whats pretty important to me. Smoke tends to be helpful when there is a mob of dudes raining pain on the parade. MI w/ Executioner is what I am running. Oh Lord. This happens often. For me, in Hawaii, I noticed that since my tone zone is different, I have pretty smooth game play throughout the day...but once midnight, my time, hits....it seems that changing instance, or travelling anywhere becomes a hit or miss. Usually a miss. I just have to re enter the game.

Once you hit level 60...you stop leveling, however, you continue to gain experience. Once you max your experience bar, you get different rewards, anywhere from a single peridot...to power points.
