This is works as designed. We may add the functionality in settings to add them back in the future. Party portraits returning has not been discussed yet. We removed them in an effort to streamline and simplify our HUD.
We use tga for all our textures. Photoshop currently supports them, if you have access to that then I would say to open the tga there and then resave it as a jpeg.

Currently dyes will not be able to be stored in the fashion bag. We've certainly noted the request and will look into better ways to store dyes in the future.

At the launch of this feature or when a character reaches level 30 they should have two loadouts. The first is your character's current build the second should be empty. If you are referring to the Sword Coast Chronicles page then @pitshade is correct. The "Tyranny of Dragons" campaign name has been updated to "Tyranny of Dragons: Well of Dragons". All of your past progress will be there.
