I've never had an issue from any of the 3 locations I typically play from. Are you certain it is just the neverwinter servers that have issues? Yeah my TR can only respec powers. My feats affect my powers so.. why can't I change my feats? Almost worthless to waste a respec on powers if I can't change the feats.

So far as I can tell its only free for powers. Why not feats as well? They are intertwined. I would have taken different feats.
