It's their estimate of where the worst exploiting happened. Personally I already wanted a wipe after the first round of exploits but I have come to the conclusion that it's not going to happen.
As someone that have just done it I can say that it isn't. A dispute is just that, a dispute - it's really no different than if you asked PW directly except if PW don't reply to the dispute a chargeback will happen.

Sounds like lag, you really should be able to almost never taking damage. I experienced it myself sometimes. Also kinda annoying that you can't move while using a power.

The main reason they did it was because they attempted to launder the dirty AD buy buying up expensive stuff, some people just bought everything on the AH but most bought cats since they are 1 million AD.
What did you expect from them really? They have downtimes at times for THEIR convenience only (cutting mainly into non-US players time) There isn't even an option for 24 hour clock in game which is the norm in most of the world All in all very US-centric company it seems.
