ok to chime in on this I had the same issue on my dc some weeks ago now today I unslotted a total of 4 previously unbound r15 empowered runestones on my main barbarian and now they are bound to account ! more like: has more dedication and tested it The point with sniper and melee perk from rings and other gear is, that it shows I had assumed that the buff from the collars would also show for that reason
