No, the new level cap is level 20. The leveling experience has been adjusted so that you'd have the same stats and abilities at level 20 that you previously had at level 80. the crate has "worn" sewing needles, which is what you have to use until the profession is at level 10. After that, you can go to the profession vendor and buy better tools, or get them on the AH. If you're having an issue, try restarting the game, restarting steam, or submit a ticket.
