My first character is an elf TR. There are a lot of them, but I can't help it. I always play rogues, on PC and tabletop. I am going to start a CW(probably teifling) next.
The lagging is due to server issues with the open beta launch, but you should still be able to see fluid FPS by just rotating your camera in order to judge where your sweet spot is for the graphics settings. The server lag only affects actions in game, not the way your rig handles the graphics.
You should be fine. The laptop I am running on is lower on specs than your machine, and I am running on the highest CPU speed, and low graphics(not even all the way down). For me, the biggest performance hit came from the graphics slider, not the speed. Surprising since my processor is only 2.00 GHz.
I waited for open beta to play. After dealing with patching and lag issues(which were to be expected), the game really impressed me.
