IIRC, it proccs once in 30 sec. ASeal works fine.

"Healing Step - When you are critically hit, gain 1/2/3/4/5% Temporary Hit Points and 20/40/60/80/100% increased Stamina Regen for 10 seconds. Can happen once every 20 seconds". Don't know exactly about Stamina Regen, but it gives you incredible run speed - about 100%+ for 3+ sec.
