I should've been more specific. I'm seeking answers to questions like, "Who drops it?" and "Were you able to farm it with your DC or do you have a farming alt?"
I'd say it depends on how important min/maxing is to you. If you're more of a casual player, or no longer have the time off, respec'ing makes more sense. A few stat points here or there won't make or break your character, especially if you already know permastealth isn't for you. (Perma is much easier with higher Int.)
In order to have 20 Int at 60 you'd need to start with 14 Int at character generation. With the stats you listed you would be able to raise your Int to 18, not 20. As you are only level 20, a reroll now would be fairly easy, if you are wanting to stay true to the new variant of the build.

I'd say it is close enough to be left to personal preference. I went Human and ended with 20 Dex, 20 Int, 18 Str. At-wills being a large part of the build, I don't regret having Scoundrel Training instead of 2 Str and 1% Crit. Neither decision makes or breaks the build imo.
