The current situation is that you can either get power or critical strike in your offensive and stack defense or even recovery in your defense slots OR you can go full tenebrous in offense and hp in your defense. At the moment, tenebrous damage beats power.

Power is flat percentage damage increase. Weapon Damage is whatever you can get, it will boost your damage regardless. You should look into crit and crit severity.
Situational. If your team needs damage and nobody is dealing it. Do it. You can control and damage, or control. If there is no rogue, then it is up to you to fill both positions to the best of your abilities.
