I've sent a ticket to every Neverwinter sub catagory that seems remotely similar to my case. I left a message on the voicemail of the operator at the billing office as well....I doubt that will help though.

Call PayPal. That error is because they placed a fraud freeze on your account. Same thing happened to me. Our issues seem to be that once the purchase is made successfully, they just aren't crediting the account with the appropriate items.
