• Probably great weapon fighter because they have a bit less precision neccesary and also more survivability, allowing for slower reaction times and or mistakes.

• My guess is that it will be on a per-class basis something like a spellblade or a bard or druid, whose role is already filled elsewhere might be charged, while something like a ranger or warlock, who fills the role of a ranged striker would be free.
