Apparently… complete 10 CTA skirmishes. In the same day. For every character you want a token on. Times as many days as you need tokens, up to a limit of 3 per CTA event. Meh, the artifact weapons aren't that good-looking anyway.

The Vistani set should be reclaimable or otherwise obtainable outside the Barovia introduction. (Obviously, depending on how it was acquired, the replacement set might need to lose the Salvageable tag... but it's a decent-looking set.)
It seems to be fairly standard for campaign stores - list everything, but refuse to sell certain items until an unspecified campaign task has been completed. It may not be the best of designs, but this is definitely working as designed.

As others have said, performance has dropped noticeably. In my case, the game is still mostly playable, but my younger brother barely got through the Barovia intro quest before giving up.
Chultan rings are better, IMO. Also, if you have enough Seals of the Protector stockpiled, you can get better gear than the anniversary 420s from the seal vendor in Protector's Enclave. (It needs to be empowered with Voninblod to retain full effectiveness, but even without Voninblod it still hits 420.)
