From what I can tell, Blade Storm activates with actual melee attacks, that is ones that are blade based (Steel Breeze, Rapid Strike, etc) but does not activate with root applying encounters like Plant Growth or Hindering Strike. As a rule of thumb, the reward for leveling up another level should never EVER be bonus XP. Never. That is such a slap in the face. I've only received bonus XP once or twice all time but yeah, bonus XP shouldn't even be on the drop table.
