From what I understand (though I can't find a link right now) the plan is to merge the three shards into one big server sometime after launch. Because the launcher is what authenticates your login account information. If you don't go through the launcher, the game server doesn't know you are authorized access.

This. It is very hit or miss for me as well. Not sure why it should be an issue, since you access with a browser, but it won't accept my button presses most of the time or it won't stay on the popup to assign a worker. Very cool feature, but need it to work better. :p
