I just did some more testing at the training dummy, and I was partially wrong. The first cast of Icy Terrain still doesn't give any AP, while it grants 8-9% AP against controlled targets (either stunned or frozen, I'm guessing due to the Controlling Action feat). It's barely noticeable, but it does slow enemies as they gain Chill stacks. Also, Icy Terrain area of effect is actually smaller than what its visual effect shows. Neverwinter is based on D&D 4th Edition. Which is NOT D&D, but it's pretty much what D&D 4th Edition looks like.

"Frozen Power Transfer" from Thaumaturge Paragon tree only stacks 5 times. Not sure it's a bug or simply a missing tooltip detail, but that's what I've noticed several times hitting packs of mobs and tracking my buffs. I may be wrong though, needs more testing.
