Don't think you're envisioning it quite the way I would. The idea is not to put some kind of ever-growing XP pool on any given creature that just keeps on ticking up and up and up as the clock ticks. This happened to me too, but for me, it was the East Beacon that wouldn't complete. :( The other two worked properly. (I went to the North first, then East and it wouldn't complete. So went to South, it worked, back to East, still won't complete -- no archer arrives.)

I've only played a Control Wizard to 14th level, but at this point, I think that's about as much CW as I can stomach. Sounds like I'm seeing similar issues to most here then. I'm just DL'ing the game for the first time. The downloader keeps stopping (complete stop -- 0KB/s) and then after a while it'll start up, DL a little bit, then stop again.
