Does not look dead to me. Loads of instances with full 15 players. They fill up fast so you have to keep moving instances to lower population ones if you want to farm vouchers. I don't find other players any more difficult than in any other open zone where there is an element of competition for rewards.

Yeah what happens visually when you tend a resource is very inconsistent but usually glitched for me. I did once do a check on the coffer before and after and the supplies were transferred so now I just tend, ignore the visuals, and hope for the best.

The reason for the delays is not that 95% of players queuing are DPS, it is that Cryptic added a group restriction which penalises the community for playing the classes they wish to play.
