Veshal (first boss eLoL) has a spear-throw attack, that is quite strong. So strong, that it can deal around 100-150k damage, even more when it crits. I have encountered these amounts of samage with different chars that have different enchantments. So I don't think, that it was the fault of any bugged item.
Best way is to let a GF mark him and face the attack with his shield up. Or have a DC/OP protect the party with heavy DR buffs.
Actually now that i think about it...shouldnt he have been hitting for less since trans terror reduces his power by 40%? I didnt notice that i was hitting any harder since it reduces his defense by 40% as well.

I cant answer your question since I dont have T-terror. You can try it on PTS - where it doesnt matter how many times you die On the other hand LoL first boss hard debuffed (i.e. 50% by BtS) can still one shot anyone w/ his ranged Spear attack- even GF w/o block up or OP w/o shield up if the attack critted. Any other classes are dead most of the time. That's why this boss cant really be tanked by ranged classes and why I always ask the tank to facetank it.
My test method on TR:
1. Equip Greater Red Dragon Glyph is overload slots.
2. Remove weapon enchantment from main-hand weapon.
3. Attack target dummy.
4. Damage is 630 (600). A feat adds 5% damage. Probably a bug that it applies to the glyph.
5. Equip Transcendent Terror enchantment.
6. Attack target dummy.
7. Damage is 606 (600).

Its best to provide logs of the 1 shot. ATC screenshots are even better solution, but since its just 1 hit simple copy paste would be enough. Your class stats and buffs used during being 1 shot would be helpful as well

Did they add defense to target dummies? When did that happen? Last I heard (albiet a long time ago), target dummies had no defense so you couldn't really use them for proper testing since arpen of any kind and any defense debuff wouldn't register since they have 0 mitigation already. I'd be interested to know if that's changed.
A better method would be to use ACT and run a simple foundry several times in a row rather than using a target dummy. Use the same foundry so you have the same mobs as a comparison. Probably better would be to create a foundry with a single "hard" mob, or a series of them, so you can get more isolated data.

Looks like all Enhancements are bugged, there's complanings about them all around the forum. But I believe that something I saw in one post (dont remember which one) makes some sense to explain all those bugs... the person says that it must be a bug in some combat formula and it's affecting all the Enhancements.

What these data show is that, without the Trans terror enchant installed on my weapon, my damage and base damage were identical. That means, NO reduction in the Ogres mitigation (defense).
However, with the Trans Terror installed, My base damage was actually MORE than my Damage value, meaning the Ogre actually has MORE mitigation when I hit him with my terror enchantment than I did without it.
From the combat log in-game:
WITH:
[Combat (Self)] Your Magic Missile deals 1965 (2020) Arcane Damage to Savage.
WITHOUT:
[Combat (Self)] Your Magic Missile deals 1844 Arcane Damage to Savage.
So, to answer your question. YES. Transcendent Terror is still bugged.
EDIT: I'm going to be positive and decide to believe the parse screenshots I had attached earlier were deleted though some fluke rather than by any intentional action (given than the links to my screencast shots were not removed)... I've re-added them - if I shouldn't have, please PM me.

Defense mitigation works on the target dummies (ie NOT ARP). Try a plague fire & the target dummies, you will see your damage increased by correct amount. So my GWF normally gets numbers like 112-116% for Sure Strike using a Perfect Plague Fire (aka the old GPF).
Ok - well, nevertheless, the parses I posted above show the Trans Terror is still bugged and does add mitigation to the mob rather than removes it. I didn't actually analyze the ogres damage outputs, that would be interesting to see too I guess.
I suppose these things are beyond the capabilities of the developers. Someone needs to show them how to set up ACT and test this out. Or perhaps they just don't care......

Perfect Terror is bugged as well. It's seems to be increasing the mobs damage resistance instead of reducing it.
I did a comparative ACT-analysed double run in Witch's Fen (You know, like "Real" Monsters with "Real" Defense...) the other day last week:
Damage with Pure Terror: Effectiveness ca. 98% slightly varied between skills.
Damage with Greater Lifedrinker: Effectiveness splat bang 105% over all skills.
That was with almost 40% ResIgn from ArPen. I'll do some more experimentation there when I'm feeling like it, but for now I think the verdict is clear: Bugged.

They can't. They are too busy nerfing to improve the damage of anything.
