I did not read all the 4 pages of posts. But I do not think topping the charts at any level (dps, healing, tanking) ensures that you get a high level drop (apart from the quantity of black ice). It may improve your chances from 1% to say 5% (untested..I am pulling numbers out of my ***), but I am assuming it is still quite low. So a GWF is definitely no luckier than a GF (apart from instances where some GWFs are luckier than some GFs and vice versa).
And I believe the RNG hits after you click the Claim Reward button. Here is why I have this theory. I replicated my GWF on Preview Shard. You expect all items obtained on your character to be transferred. I noticed that I had an Unclaimed Reward from an IWD HE. I clicked on it..and Lo and Behold, I got the Black Ice gloves. Something I had given up grinding for after 50-100 HEs. So with all the excitement, I switched to the Live shard and clicked on the Claim Rewards. Nothing! (some <font color="orange">HAMSTER</font> amounting to pretty much nothing). Not sure if this was a bug or if my understanding of how RNG and Reward claims is incorrect. But if it is WAI, then the effort in participating and contributing to an HE is not directly proportional to the rewards.

I have combat HR. Grinding this stupid gloves for 4 week. Nothing.
On my first Beholder encounter even on this char - I got a bow. Even thought I died and got to it at the end.
Switched for my old char - pure pvp one - low pve damage - first HE - Remo - got gloves. But I can not transfer them!!
I wish they would make gloves and main available on AH or bound to account at least.

If that is the case, I wonder if someone would be kind enough to replicate this scenario . Just copy a character with unclaimed IWD rewards over to Test shard, a few times (100 would be a nice number :P). Then claim the rewards on all the toons (if someone has already tested this out, and shared it, my apologies). If Rewards were indeed completely dependent on performance in HE , then they should show some consistent pattern, if not be entirely identical, assuming RNG was a constant and took effect immediately after completion of the HE. Of course, my inference could be wrong, in which case, please feel free to share your views.
If my inference was correct, then I am indeed worried if this reward mechanics becomes the trend for upcoming modules

A Dev specifically and expressly said in a livestgream Mod4 will not behave this way. Tanks will get rewarded for tanking, Healers for healing in ways they currently arent being rewarded. He dodged when asked if Mod3 content would be changed to this system.
I have in fact given up on getting bracers for my GF. I'm led to believe Black Ice gear is better than Mod 4 gear, but I'll give up a few hundred stats and effects if it means completing a Mod 4 set within a month or so of gameplay that can't be achieved with Mod 3 content. I was late getting into Mod 3 content, so I wasn't running around in that content before this supposed drop nerf.
I don't know if this can help but after 2 try at Wolf's event in Icewind Dale i did drop my gloves today.
With both events i was alone, so being first on dps to drop something isn't a problem; just try.
i did done all that for first 4-5 weeks until i completed IWD's boons, and never came back, still upset with not able to get black ice gauntlets.
i am not doing again for 2-3 months of grindings, as soon mod 4 in next week, just play alittle bit and see if devs are still destroying players' faith.
another nerfing is unfathomable and unreasonable.
it is Suppose to be a "FUN" game and not that bait-n-switch torture mindless games with that awful RNG factors.
i feel everyone should had earned a prize within first 4-5 weeks but not for 3-4 months/or 500th runs, that reason why it get players get some Nerdrages!!

Artifact belts are BoE , at least they were the last time I looked a couple of days ago ,the Artifact weapons are BoP though.
