I've found a workaround for this...
1. Go to Protector's Enclave (not necessary but will save you an injury kit)
2. Type "/killme"
3. While dead, click the button on the far right of your top menu bar (looks like a little cog with "esc" under it)
4. Click "Rearrange HUD"
5. Rearrange HUD as you would like
/killme needs to press manually the option button, as Esc-key isn't working for me after the popup comes. Also this isn't viable in dungeons for the injury kit requirement.
Pressing "j" after pressing the rearrange hud button works too, but it's a bit hard to maneuver, as the j must be pressed at exact moment so it registers. Needs couple of tries for me to work.
Pressing "i" (for inventory) and then typing /rearrange works perfectly and this is my favored method and I suggest it for anyone with the problem.
Give us 4 or more power/item bar profiles so we can change powers and items with one click that are suited for the situation.

Pity that cryptic doesn't actually bother fixing it.
