Some spent their time and got their reward. Now they can spend some more time, but not as much as before, to get even more reward, if so inclined. At the previous rate of collection, they might not have had sufficient time to collect enough petals to claim any more rewards, which they could sell for at least some profit. As such, this change in the rate of collection will allow some to claim additional rewards for a greater total benefit than they would have previously been able to under the prior system.
For some, with limited time, they will now be able to collect some reward where it may have been impossible for them to gain any with the previous collection limits.
The only people who will lose with this are those determined to make this a losing situation.

I think if all you were grinding flowers for was a (EDIT) companion for yourself then you're likely wishing you should have waited for this patch to do so. I suppose it's all in how you look at it, but being able to grind those same tasks now for double the rewards if you already went through the grind to get to your (EDIT) companion isn't consoling in the least. Sure, if you're grinding the flowers so that you can get additional (EDIT) companions to resell, then the extra rewards now is a great thing for you, but if you're of the mind that herding pigs isn't the most exciting of tasks how is this good for you? It isn't; it's just annoying.
Anyway, I suppose I should be thankful to see so many players giving PWE/Cryptic a pass and defending them every time they make questionable decisions. Hopefully, the game remains intoxicating enough for the easy excuses to continue the next time people's efforts end up getting marginalized due to lack of vision.

I also think it is a valid perspective, which isn't to say your perspective isn't also valid. By mount I'm going to assume you meant something that cost petals, such as the pet (as the mounts cost event coins, which take virtually no effort to get).
Certainly, those only interested in getting the pet for themselves (or whatever thing they wish that costs petals), and have already done so, may well be annoyed that if they had waited until now it would take much less effort. I can understand that.
Not everyone has got the pet though, and for some with limited time this change will be of great help if they do wish to try to get the pet (or whatever) in the time left. For them, instead of it being annoying this change may well be pleasing. I can also understand that.
Like a lot of things, the decision they made is one of those eye of the beholder things, where different people can feel very differently about it, and still have some legitimacy in their viewpoints.
Sometimes, people just have different points of view of things. What some see as questionable may not be seen so by others. What some see as excuses may simply be the expressing of a differing opinion. While some may focus on the marginalizing of past effort others may focus on the enhancement of future effort.
Basically, this isn't an issue where one point of view is indisputably correct and superior to that of another. In such a situation characterizing those with a different view from your own as making easy excuses based upon pleasure from the game akin to intoxication is a bit much when there is no reason to suggest their differing views aren't based on thoughtful opinion that simply disagrees with your thoughtful opinion.

If you were grinding flowers for the mounts you were doing it wrong. (I actually would have preferred to have to grind for the mounts and companion and just do the Celebration for the visuals in truth, but that's not what they did.)
As I did grind for the mount (by doing the Celebration enough times for a Blue Ribbon Pig) just for giggles in the end (why ride it when I have a perfectly good Unicorn I paid for?) I can assure you I am not unhappy with this turn of events.
Actually I would rather grind Midsummer than do the Linkletter Quest chain, which is why my GF half-orc is probably going to end up with a Suneite shield (or more) now, because the XP for blessings of Sune and Midsummer is more fun for me to collect than the XP to be gained by doing the Linkletter Quest chain. This looks like; 30 minutes in Midsummer to collect the 2 quests, 30-60 minutes for CT depending on the group and recruitment time, 1hr grinding Bandits - she'll actually get the Blackdagger quest chain started then in a couple of days. Repeat but replace "grinding Bandits" with "Blackdagger Quests" until she hits 20 and can access them all. (I did similar with my GWF except she killed bandits nude for fun, confused people that did when they partied...)

Oh further I hope they do similar short events/festivals for Tymora (April Fools) and Selune (Midwinter?) and that they follow the same path; you can jump in and grind early for the rewards or take it slow and casual and still be confident that you will be able to get everything you might want with sufficient effort.

Anyway, I better get back on topic. I really don't see how this change hurt anyone. If I farmed the HAMSTER out of the petals and already bought my pig (or whatever) I would just go get another one now that they are easier to get. Not really a big deal. Sell the pig and make some AD for your extra effort and enjoy the free content and free items.

So people are mad because they were impatient and had to farm up 6k petals in the first weekend to be the first with new shines, rather than space it out sensibly for the duration of the event? People are mad because they rushed to be first and people who didn't rush and aren't first are still getting an increased opportunity at new shinies? Self ... Serving ... Nonsense.
BTW I farmed the pig companion, perm waterskin, and perm shirt all in the first weekend. I don't see where double petals is a problem at all. It is all about choice and patience vs impatience. Tourtise vs haire.
Because people farmed their butt off to get what they need/want and all of a sudden now those that are either lazy or never participate the event before have it easy to achieve the same goal. There is always some kind of competition in mmo and when game maker decided to do something like this of course you will hear people whine about it. It's not hard to understand why.
I never really care for mindless event like this but it's mind boggling to see people not able to foresee this.

(Personally, I was stunned when people were talking about already having the expensive rewards in only a couple days. But then I remembered that every game has crazy fringe people who'll do irrational grinds like that. Like the silly people who blow thousands of Lobi Crystals to get STO's latest "holiday special ship" on the first day, when they could just get it for free - like thousands of others will - by participating in the event for a couple weeks.)

Like I mentioned, I figured out that the daily Festival quests would produce sufficient petals to get the garb after about two weeks, and anything on top of that would just be bonus. Technically, from minimal but consistent participation, everybody could have gotten a shirt and a waterskin just for showing up and maybe getting a handful of extra reward bags... BEFORE the rewards were increased.
I did farm a bit here and there to get one waterskin and a pig companion prior to the bonus, in spite of anticipating the changes, because I felt like it.
Double pedals a few days before event ends for me it was a good idea.A lot of players dont have the time to farm for hours to buy all these event items.Weapon,garb and companion.So at least now they have a better chance to get something more.Stop thinking only yourselves.Its an mmo not a single player game.
This distribution in this event is perfect as far as I see it.
The people who obsess about getting things first are given the chance to beat each other and get the first item or the first piece of gear from the festival then as the event tapers off they allow the other people who don't want to top the charts or could care less about getting things first also get the items.
The people who complain are often the ones who sat around competing in the troll event and the herding event when it did not really matter who was number 1 in my opinion.
This way the hyper competitive attitude is given priority up front and as the event tapers off the casual and non competitive people have a chance at getting the skins and costume.
I personally do not understand the mentality of if I had to suffer and do it the hard way so do you. In this state of mind we would all be walking places instead of flying and driving and would all have to build our own shelters as well with our own hands.
The problem as I see it is that the people who got the items first do not get enough attention for doing so and so it upsets them when someone can do these things in less time without people applauding them for all their hard work. In that lies some truth so instead of complaining about the change as the developers to give a more prominent and visible way to boost the egos of the people who worked hard at getting the items first.
Overall the psychological mechanic of this event is working flawlessly. Still people vie for that number 1 slot in the troll event when it really only yields a minimal increase from the base reward if you factor in time and focus.

If what you are saying here is that the people now getting extra petals are leftovers all I can say is that statement should actually be inverted if you are saying the higher IQ get the items first and the lower IQ wait until the design changes to be more inclusive. Factoring in time and the amount of players in the event and the hyper competitive attitude of the initial state of the event you have people fighting for scraps (left overs) wherein as time progresses and the event tapers off less people are competing and now it takes less time. So which is the smarter aspect of the event to partake in? It is an easy question to answer.

Not exactly sure how you arrive at the conclusion that anyone enjoying playing the game for any reason whatsoever and at any or no level of financial investment is getting scammed.
I've farmed the snot out of petals since the beginning of the festival and am not at all upset with double petals. Why would I be? I can still farm and get even more than I was expecting to. It's a nice gift and adding in the ability to turn tributes into petals (for those of us who don't want pig mounts) is such a relief!!!! I can farm less and still end up getting more.
