Do people generally buy zen "just in case" or do they buy it with a specific objective in mind?
Even the packs are going to have something of this issue: "Do I buy the Feywild pack, or should I wait a few months in case they introduce an even cooler mount in a different pack?"
Actually, thinking about it, most spending decisions have something of that issue.
Well, remember that:
1) Zen is typically sold in quantities that differ from the price of an individual item you may want.
2) There is a discount for buying larger quantities of Zen, or they run periodic promotions, (like the 15% extra Zen sale not too long ago).
I suppose the reasoning behind *not* accepting Zen could be because they want the direct income, as opposed to people getting it for less by using the extra free Zen or something, but that still kinda treats your Zen buyers as less important.

If Zen is at the normal price I buy it with a specific objective in mind. When Zen is on sale, if I have disposable funds at the time I purchase it to have on hand.
Packs are different, in that they can't be held for future use to be generically applied. For those budgeting the funds they spend on the game, they may very well hold off on a pack purchase they aren't totally thrilled with in the hope that the next on on offer may be better.
Originally, I was convinced I would buy the new pack, but I am considering now whether there is really all that much I want in it, or whether I should hold off for a pack more suited to my tastes.
I think the pack is priced way too high, but on the other hand, there is nothing in there I need to play the game. PWE can adjust the price so they maximize the revenues. I think they would make more money with a lower price, but it is their choice. Since I don't need it, I'm not buying it.
The downside, is if they sold it for $20, I would buy it. This would generate some excitement on my part as I looked forward to the new pet and race. I would keep playing longer, and might buy more items. As it is, I will probably drop this game soon, as I am running out of things to hold my interest.
The potential upside, is that if sales of the pack fall below their expectations, they may decide to reduce the cost of future packs in an attempt to maximize their revenue.
I noticed this time around they started at 600,000 AD, rather than the lower amount they started with for the Guardian pack that was later boosted to 600,000 AD.

Its probably more about being able to sell $150 worth of stuff for $60 to someone who would have otherwise spent only $35. Once the items are designed, there is no additional cost to make them, so unless the customer would have spent more than $60 buying all of that stuff, there is no loss for selling for less than the "worth" price.

Exactly. The only thing I would like from that pack is the Fashion outfit. The rest...worthless to me, especially when moon elf isn't very visually distinct from the other elf races.

That's not how F2P games work - you must pay for everything as it's released. Only in a sub game do you get the incremental additions for free, (and even then, many still have a game store where you must buy other stuff from separately).

They do learn, and adjust accordingly.

It is. You just have to pay for it.
You can pick up the stuff you forgot about from the Founder's Pack at the Postal Courier and AD exchange.
