Same issue of no dialogue options.
I've not tested any fixes yet, but will do shortly.
Not sure how much detail was really needed to help identify this.
Cropped a DXDiag a bit to remove less important details.

I've just started to play Neverwinter today. I couldn't speak to the first NPC as well, and I was on English UK keyboard set up. I read the fix on here (Changed to US) and I did that, but after seeing people saying it didn't work, I switched back before trying.
After a few minutes I tired again, forgetting I'd changed back to English UK, but it seems to have worked anyway. MY PC didn't have English US set up as a keyboard option till then, so maybe it needs to have that to work? For some reason.

Changing language formats worked for me. Thanks for the advice, guys!
Did not work for me : changing the game language from English to French and back again did not fix the broken NPC menu.
I reloaded the game for each change and also did the Force Verify launcher option.
I also tested changing the PC keyboard languages... (I was already in English - US)
EDIT (temp. fix) : your keyboard language must be changed to exclusively English - US (by selecting it as your default pc language and removing all other languages in your control panel). I then rebooted. Ironically, you can then play the game in French for example
Temporary fix until Friday's patch : your keyboard language must be changed to exclusively English - US (by selecting it as your default pc language and removing all other languages in your control panel). I then rebooted. Ironically, you can then play the game in French for example
Tip : if you wrote a History for your Character, copy it somewhere as it will constantly vanish when you change any language setting.
Same for me worked great until the patch today. When I try to talk to an NPC the dialog screen comes up with no dialog and the only way to close the window is to hit the Esc key and even hitting that takes about a minute to close.

Same issue here, can't talk to NPC's due to blank window, therefore can't quest, can't daily. Also can't loot chests from Skirmishes. Oh, and can't skip that cinematic either.
Having the same problem with almost all the npcs (except for some merchants and bankers) and also with chests inside dungeons and skirmishes since the last patch........
I have the same issue with all my toons.......so until they fix this, i cant play....
All the NPCs, Swedish language. However when i logged in from my wifes computer it worked (she can play normally without any difficulties) so maybe the issue is more of the character of getting a "bad version" of the patch? I also tried to re-install the game to get a new patch but to no avail. Hope this helps.

I tried re-installing twice, rolled a new char, cant even get past the beach at the start because the window is just empty. Tried to get my reward from the Gauntlegrim Chest last night, couldn't get it because the window was empty.
Same thing happen to me right now. i am in english us already, no way to talk to them.
OK. just put everything in french and it works. Don't understand that this kind of bug, about npc talk, very incapaciting, still happen in 2013, 3 months after beeing noticed.
