As has been said in other threads, they know that is happening and are working to fix it. Which the shard being locked is evidence for.

I logged in just fine for the first time today a few minutes ago and tried to delete a character so that i could start a new character, after i deleted the 1 character it brought me back to the character selection menu and the character i tried to delete was still there, so i thought maybe i made a mistake in typing the name so i deleted him again and it gave me an error and now when i log in i have no characters on my list and no way to create a new one

Same here, but now when I log in it says to many log in attempts, please wait awhile.
Was on character create screen, still haven't played this game yet.
Having problems all weekend so far.
