As far as the city that has the most going on around it, I'd say Blingenstone, simply because of all the things that could happen with the Deep Gnomes. Other than that I'd have to agree with the minority and say Mithral Hall.
baldur's gate, followed by neverwinter. i know it's probably the mosrt boring answer i can give....i i share so many awesome memories with baldur's gate. that's unbeatable for a lifetime.
One of my first and favorite series I read set in Faerun was the "Pools" series (Pool of Radiance, Pool of Darkness and Pool of Twilight), and the accompanying Moonsea city of Phlan. I still dig those books out to read from time to time.
Waterdeep definately , so much hustle and bustle..all all types of strangers walking the streets skulking, some half drunk, guards the whole gamut of what you would expect in a heavily packed center of commerce. I remember being DM'd by a friend here and and I spent godly amounts of hours based in and around Waterdeep raising hell.

Baldur's Gate
Ooh, ooh, Loudwater! Some of the best P&P campaigns I've played started in Loudwater.
... but the most fun in a CRPG was definitely Baldur's Gate.

Ten Towns or Mithril Hall
If that doesn't count, I'd say Silverymoon.
Recruitment is CLOSED!!
