Every instance shows a different time for 'Rage of Bel' ('Wait for further insurgencies' - the bar in the map before the Insurgencies have started). Is this WAI? I thought the bar is server wide and not per instance?
This Sheltered Wizard's Cache is popping up on all my characters, what is it?

Also, pick the Sheltered Wizard's Cache with a character that can use the Ensorcelled weapon. It is bound to character(!) The rest of the items are bound to account.
For the Chaotic energies quest where you need to get 6 items from avernus HE's, some are reporting( i had this happen as well) that Siege doesn't always give the item. It seems to be random though, as the Siege where i did not receive the items(got standard siege rewards though) other players DID receive the quest items. No clue what caused this.

I agree. We did a Siege but didn't get anything. Ape gave 3 out of the 6.
You do not receive any Glyph Work Magic to progress the Amulet while in party.
Some people are, some people aren't.
Some even are unable to get a steady flow going while soloing as DPS.
This shouldn't be tied to kills as lower DPS or slow hitters will have their progression stunted. And, let's face it, no one wants to be doing HEs for hours to only get some progress.
Some say there is a 20% cap per day on progressing the amulet. I had no problems from 0 to 20% but now I cant progress further so that seems to be correct.
The Rage of Bel meter seems to rise very very slowly I think, not sure if this is intended. The global meter went up by 15% in 1.5 hour so you can challenge Bel once every 8-9 hours? Seems a bit rare imo.
In dark glyphworks heroic encounter, if anyone else (in party or not) hits the mob you are killing, then no-one gets credit for Order of the Rift Wardens quest.
The first Rage of Bel meter filled up very quickly. Maybe no more than 20 minutes tops. Making the fight with Bel available. But after that things seemed to fall apart. Started filling up super fast again but seemed to reset and then go very very ..... very slow. Now it seems permanently stuck at 15 percent. Maybe the 88 instances of Valenhas going at the same time broke the sound barrier. crash and burn.
Did 3 insurgency heroics as a healer, got 1% progress on amulet. Once again healers are screwed over because the devs only consider things from the perspective of dps players.
I got the green amulet,so i then went into a portal for an insurgence,there were other people there,but i helped kill the mobs then boss,but got 0 charge. So then Bel came up and i went in solo and beat him,Now I cannot find any portal to an insurgence in order to charge the amulet which is still at zero charge. What am i doing wrong?

There seems to be a down time after the bel access closes. You should be able to see it if you hover the pointer over the bar that's on the map.
Graphics: Bel, on catapult phase one catapult ammo levitates one or meter over character. Gameplay: Getting feared still sometimes cause to pernamently chain character to one location. (You are teleported back after trying to move). /stuck or teleport skill can fix it.
Bel Rage Meter has an issue where it will - Reach the required 100% for Bel to spawn - The portal will stay active for a few seconds to a few minutes - Then the time resets

Just spent 3 hours in Avernus trying to find Insurgents to absorb magic. nothing, nada, not a single Insurgent on any of the islands. No portals had anything. Totally empty. Went to a dozen different instances. Same problem. People in zone chat said about 1 in 20 instances had some Insurgents so the Bel meter kept inching along. But no new insurgents for at least 3 hours.
Finally all the Insurgents were gone, no respawns, nothing for at least 3 hours.
Eventually the Bel meter stopped at 9 percent and stayed there permanently. No insurgents to kill so Bel meter stopped and no Bel.
Avernus reverted back to Ape/Siege/Ape/Siege and nothing more.
They likely are recycling very old Tiamat code (due to limited resources).
Remember the old dragon hoard coffer meter in the Well of Dragons? The Bel's Rage meter is almost the same concept.
Heck, the Devil Siege (while excellent) takes the whole Tiamat Raid playbook/design doc of crippling as many newbies to compel them to get ViP . Repeatable new content with enticing rewards (check), One-hit/Two-hit mobs (check), close spawn point (check). They are hearkening back to the golden age of Neverwinter.
As an eager preview-tester and bugreporter, I am very curious as to why content like this is released even when the majority of preview feedback states that the preview build is 100% broken and unplayable. Is it that testers are to late with providing feedback, is feedback not detailed enough or is it just a waste of time trying to get the devs attention to gamebreaking bugs before content goes live ?
