League armor is the same item level as Relic armor if you let the batteries run out, can be bought on the AH ready-to-wear, and is already selling for peanuts. The stats aren't optimal, but it's starter gear, not endgame. And I believe this is a thread created to complain that there is no readily available starter gear.
Once they fix the BtC seal vendor (very much confirmed as a bug), you're in better shape for salvage than ever with the rings.
Restoring Relic gear is an option if you want to. It may not be a good route for everyone, but from the sounds of things on the weekend, players will still forming packs to zerg the SoMI BHEs, and you can still go treasure hunting and get a lot of relics that way. And here's a tip for relic farming with a trowel: if you think Bryn Shander has too much competition, try a different zone. Nobody farms in the other places because of the public belief that it's too hard or some such BS, so relics appear to be pretty much left alone.
@beckylunatic I think my question was more about a specific point in the game. And I legit don't know the answer. If you just started, weren't VIP and weren't in a guild to help you out. If you progress to level 70 on your own without tradebars to buy r7 enchants. Can you get into the lower level dungeons to start farming for at least the alliance gear? I mean sure anyone can cloak tower their way to ad... I'm just more curious how far a new person would have to go to be able to get into the lowest tier epic dungeons. Since all of my characters have hand me down gear they can get into everything as soon as they got 70. I'm curious about the new single player though.

@ravenskya This question is almost impossible to answer. I'm also always starting from a base of having handmedowns and lots of currency and access to RP as well.
Has the player just levelled up doing random crud but somehow not bothered to get their boons from Elemental Evil and Sharandar or done any work on Tyranny of Dragons or Maze Engine in the process? Have they missed the opportunities to build up wealth and items from every single decent event? I know levelling is fast, but what kind of time frame are we looking at?
Has the player done dungeons and skirmishes along the way to start building up their AD? Because if their goal is to be able to get into epic dungeons, but they haven't leveraged what was available along the way, I think it's misplaced to hit 70 and be upset that they can't instantly do everything.
The cost of +3 companion gear is coming down. The cost of blue insignias is now tiny because the latest lockbox made this the minimal drop in the mount pack. The cost of the item level 420 League gear appeared to be hovering around salvage value, which means if you buy that and a couple of +2 Underdark rings for a quick iLvl jump, you're looking at only a couple of days worth of refining from doing CT runs or whatever you can get into.
I mean, I could test out exactly where a character falls with equipping nothing but basic HAMSTER gear and building from there based on reasonable increments. Might be an interesting exercise. Unfortunately, to use items with actual low levels, I'd have to experiment in-game or on preview.
Why would you buy R7s with tradebars? Is this actually worth it on consoles? Because... you can buy actual gear with the tradebars if you need it (and the newest Pilgrim gear is very competitive), and use AD towards rank 8s. I think on PC this is one of the worst possible things to do with tradebars.
Not the people who PUG and keep getting kicked at the end for loot. I bet the game lost a lot of players before the devs moved away from BoE drops. I almost quit because of it.
At first, I would always make a beeline for the chest right after to boss goes down. And sometimes I don't even make it before I got kicked. Then I learned to avoid groups with multiple people in the same guild. That caused me to waste a lot of time in the queue.
boot n loot hasn't happened for years...... it isn't a factor anymore.
UPDATE: Saying you have to go vip, is just saying the game is now pay to win...so just get rid of free players. That is signaling the death of big heroic areas, large team trials, etc.
The old system you could go to the seal store and buy the piece if it didn't drop from the dungeon.
Getting Voninblod is easy..but have you checked out the griefing? Yes there is greifing on it now. I've had many players wait to see me engage the monsters in Bryn Shandar then dig up the relic while I'm fighting. How many people will just quit because of nasty players like those? Best solution is to go to a zone with less than 4 people on it....if you can find one.
Even in Chult you have gear that give benefits for being in a party. But it costs campaign currency which will take forever to get...it should be AD instead. This way new players could earn it before hand, team up with others and still experience the area. This was why Storm Kings was a failure....at least in SK you could use gold to buy bait. In Chult its currency or AD.
Cryptic is killing their player base. STO already lost over 40% of its players, and thats a game with a dedicated fan base. They created that wall and new players just quit when they hit the wall. You can't even pug most pve que's, in fact even for a big event like summer only .076% of the players in an alliance are on. Imagine being on for the weekend a big event running and you have a full alliance and you don't even have 1% of your players on? Land fill and power creep is not something MMO's do, it goes all the way back to pen and paper RPG games too. Rifts is great example of landfill power creep on pen and paper.
The only advantage you have in Neverwinter over STO is that you still have developers that listen and post in your forums....STO doesn't anymore.
sounds to me like you're in dead guild alliance. you might want to try a different guild.

Sorry, no. There is a vendor, the travelling merchant... that sells voninblod. He shows up randomly (sometimes) after the Cler the Docks HE.

Sorry, no. There is a vendor, the travelling merchant... that sells voninblod. He shows up randomly (sometimes) after the Cler the Docks HE.
I do not think this is random. Someone mentioned that she's up whenever all the dig sites in an instance are activated. This appears to have been a correct observation.

I never restored any armor... I am using pvp gear for new zone and I have no problem

I never restored any armor... I am using pvp gear for new zone and I have no problem
Suppose the new meta for new players matters little now. Once they ask, they'll find out quick they can just buy good starting gear off the AH....
Still, the seal vendor is a noob trap. Less you want that HAMSTER for a transmute, it's just bad design.
In all honesty I wish they would do away with seals entirely and put the value back in the dungeon chests. Eliminate the seals vendor, so that would be many fewer currencies to deal with and make the chest contain additional AD, drop shards, additional gear for salvage and be done with it.
That way if the lowbies need the gear they can get it, no one is saying "Oh wait guys, don't queue us - I capped my seals" and there is one less ridiculous currency to carry about.
The problem is that they would just take the seals away and not up what we get in the chests at all...

I really don't get your perception here. Alliance gear was never necessary. Elemental Alliance wasn't either. I never saw many new people with either. However you should be starting at Elemental Evil armor, or cheap level 70 blue armor from the AH, and not wearing level 60 armor at level 70 trying to do quests.
Below shows the route you should take. Once you get either of below right you are set.
ELEMENTAL EVIL ARMOR -> DROWCRAFT or COMPANY ARMOR/ LEAGUE ARMOR

The cure to that is to loop a group of monsters and chase the griefer down with them. Once they aggro to that person - "defeat me" and then go about your business. Be sure to get as MANY monsters as possible

100k AD is peanuts... I don't want your grocery bill!
You can buy VBlod from the traveling merchant at the end of the docks (when she is there) with RD currency.
She goes on more smoke breaks than the wizard!
Company gear from the guild is really fairly cheap and very good for new level 70's.
I do however see a small gap in the level 70 progress, even before the vendor changes. It seems like it is hard for them to hit the needed Item level to go into ToS master to get better gear. These people typically need to build out their back ends more and get some double slotted rings to jump up from around 7K to 8.4K. This is all good stuff for them to do, but there is sort of a long grind after hitting 70 and before getting all the back end stuff needed to push the IL up. I don't recall it being that way when I leveled my first one, maybe it was and I just forgot....
i dont think a leveling gear can walk in in SOMI areas, better to farm inchor to buy Underdark armor, you can also do it wille runign Dread Ring and IWD campaings... and of course in Underdark camp...
After that you can get drops from skirmishes and dungeons to equip up with no SOMI armor at all before you go to hult
Btw if you get a guild the new blue set is a really good starter set...
PS.: I also agree with some guys abouve that say the vonin blood should be removed from restoration or at least be sold by seal store so we could get it with no blood farming... it would also lesser the time to feed that armor (if the oprices where good enough)

frankly you can get 2-3 pieces of guild gear, that is really good (guise of the wolf, black whatever chest piece and the feted greaves)
or you can buy vip and get the pilgrim chest piece and the arms and those other two.. go look at the stats.. this would give you like 80%-90% of bis stats depending on your class anyways.. gear is actually nicely done atm.. you can just buy some stuff (I have a few of the t2 masterworks as well) BIS is like a mix and match atm.. (right now i say the cheapest and most easiest way to earn a good set, would be get guise, feted greaves for your dps, buy masterworks arms and get pilgrim chest piece) this works for most of the dps classes, doesn't work as much for some utility. But for my dc, Im using guise, vt chest piece (masterworks is better and new chest piece from dungeon will be BIS I believe) , stronghold he boots (still one of the highest power amounts in game) and survivor wraps.. (again I think new dungeon will be BIS for power sharers) but this set up gets me to the 41 k power sharing mark (thats the amount I can share, not the amount I buff myself power wise.. I can get ot 115k self buffing or something like that, but 41k is the actual amount that counts for sharing) I think with some tweaks I will get around 42.5k or something this mod. I know some will be over 45k or 46k , but I will not buy purple sigs .. so it is what it is.
you do not need much gear to earn guild marks.. it may take you some time as its actually alot of guild marks, but ive pounded out 150-200k guild marks in 2 weeks time, just depends what you do in game.
The biggest and most expensive thing is the r12 bonding/enchants/pets for most toons, especially dps, new players have a huge curve, but atm, this is as easiest as they have made things to get a good amount of stats, for non crazy amount of grind, which, I actually appreciate, you maybe need to spend 1-2-3 million AD.. but hey, it is a mmo, it will require some grinding.

I made my own build..... not a cookie cutter meta.... and it cost me a pretty penny. (Cries) but damnit my build is.not skrubbish!!!

Apparently you can only fish up boots (haha) and I was mistakenly believing there were more items. But I had only looked at prices on items I wanted to sell (boots!).

RAVEN I come from a game that did this and it ruined the game. You end up running the same content 10x and get the same piece of gear, slowing your progression down to almost a halt where you are dependent on RNG. Are you sure you want NW to add another RNG component to the game. I'm totally against NW adding more RNG, considering how bad my luck is with RNG other than +5 rings. I mean seriously, every time I run CN or FBI I get +5 ring but usually one I don't need or want. LOL...

True - but if every chest dropped a weapon or armor enchant shard, some salvage and a good change at refinement - then they could do away with many of the seals.
Then again, you are right in that when you actually need the gear - having the seals to purchase allows you to get the pieces you want versus waiting for rng.
I would still rather do away with seals and allow the purchase of gear through campaign currency (I hate the sheer volume of currencies in this game)

I have to laugh that you think them taking away something would mean they'd improve the rng already in place. we saw what happened last time we demanded better rng. yeah we got more stuff added and for a week the drop rates were good. but after that it's basically the same as it was with a super rare drop at something better. most of the time the reward for effort is less than the cost of being there. AND now they've made it so the value is lower for the seals than it was. just being able to get rings and gear you have to restore and then infuse isn't the best option for our alts. always ask for more. never ask for less.
Oh, No I fully know they would take something away and if anything else the RNG would get worse.
I spent 10 preservation wards yesterday on a 90% chance - the RNG in this game is stupid, and they only ever seem to make it worse.

With the right companion you it may not take as long as you think. If you can take a few hits or more like my GF can, simply collect as many as you can and bam...the griefer will than be fleeing the scene....
MMO's are a process and time investment for the most part, unless a player spends money to take shortcuts in the case of Neverwinter (getting campaigns, etc. from the Zen Market). Black Friday sale is coming up, 40% off campaigns is pretty much a steal.
It often amuses me when new content drops and players of "fresh"/under geared characters think they will jump right in and tough it out. Campaigns, boons, getting/refining gear/enchantments, etc. takes time as they should. Campaign boons often grant abilities/survivability no gear or items can and skipping them/progression because of the thirst for newer content will be quite the lesson taught and hopefully learned. Of course newer player probably wouldn't know but you would think players who are familiar with the game would know the importance of progression/campaign completion by now.
There are viable options outside of the seal vendor though being able to obtain unrestored relic armor and the items to restore it all via seals is a blessing (all things other than voninblood which is quite easy to obtain via digging and or buying relic caches from the trade house). There are a number of players that still don't have all their relic paces, let alone vivified.
The mysterious merchant grants some fairly decent gear (ilvl 450) with varying stats, 20-30k Guild marks each piece may seem like a lot but over time it adds up, also donating certain easily farmable items will speed it up. Insignia's, mount bonuses, companions, etc. there are numerous factors that contribute to a character's stats some are readily available via AD which can be generated a number of ways which also takes time to accumulate.

Once they fix the BtC seal vendor (very much confirmed as a bug), you're in better shape for salvage than ever with the rings.
Restoring Relic gear is an option if you want to. It may not be a good route for everyone, but from the sounds of things on the weekend, players will still forming packs to zerg the SoMI BHEs, and you can still go treasure hunting and get a lot of relics that way. And here's a tip for relic farming with a trowel: if you think Bryn Shander has too much competition, try a different zone. Nobody farms in the other places because of the public belief that it's too hard or some such BS, so relics appear to be pretty much left alone.

This question is almost impossible to answer. I'm also always starting from a base of having handmedowns and lots of currency and access to RP as well.
Has the player just levelled up doing random crud but somehow not bothered to get their boons from Elemental Evil and Sharandar or done any work on Tyranny of Dragons or Maze Engine in the process? Have they missed the opportunities to build up wealth and items from every single decent event? I know levelling is fast, but what kind of time frame are we looking at?
Has the player done dungeons and skirmishes along the way to start building up their AD? Because if their goal is to be able to get into epic dungeons, but they haven't leveraged what was available along the way, I think it's misplaced to hit 70 and be upset that they can't instantly do everything.
The cost of +3 companion gear is coming down. The cost of blue insignias is now tiny because the latest lockbox made this the minimal drop in the mount pack. The cost of the item level 420 League gear appeared to be hovering around salvage value, which means if you buy that and a couple of +2 Underdark rings for a quick iLvl jump, you're looking at only a couple of days worth of refining from doing CT runs or whatever you can get into.
I mean, I could test out exactly where a character falls with equipping nothing but basic HAMSTER gear and building from there based on reasonable increments. Might be an interesting exercise. Unfortunately, to use items with actual low levels, I'd have to experiment in-game or on preview.
Why would you buy R7s with tradebars? Is this actually worth it on consoles? Because... you can buy actual gear with the tradebars if you need it (and the newest Pilgrim gear is very competitive), and use AD towards rank 8s. I think on PC this is one of the worst possible things to do with tradebars.

I never restored any armor... I am using pvp gear for new zone and I have no problem
Still, the seal vendor is a noob trap. Less you want that HAMSTER for a transmute, it's just bad design.
That way if the lowbies need the gear they can get it, no one is saying "Oh wait guys, don't queue us - I capped my seals" and there is one less ridiculous currency to carry about.
The problem is that they would just take the seals away and not up what we get in the chests at all...

Alliance gear was never necessary. Elemental Alliance wasn't either. I never saw many new people with either.
However you should be starting at Elemental Evil armor, or cheap level 70 blue armor from the AH, and not wearing level 60 armor at level 70 trying to do quests.
Below shows the route you should take. Once you get either of below right you are set.

Company gear from the guild is really fairly cheap and very good for new level 70's.
I do however see a small gap in the level 70 progress, even before the vendor changes. It seems like it is hard for them to hit the needed Item level to go into ToS master to get better gear. These people typically need to build out their back ends more and get some double slotted rings to jump up from around 7K to 8.4K. This is all good stuff for them to do, but there is sort of a long grind after hitting 70 and before getting all the back end stuff needed to push the IL up. I don't recall it being that way when I leveled my first one, maybe it was and I just forgot....

Btw if you get a guild the new blue set is a really good starter set...
PS.: I also agree with some guys abouve that say the vonin blood should be removed from restoration or at least be sold by seal store so we could get it with no blood farming... it would also lesser the time to feed that armor (if the oprices where good enough)
or you can buy vip and get the pilgrim chest piece and the arms and those other two.. go look at the stats.. this would give you like 80%-90% of bis stats depending on your class anyways.. gear is actually nicely done atm.. you can just buy some stuff (I have a few of the t2 masterworks as well) BIS is like a mix and match atm.. (right now i say the cheapest and most easiest way to earn a good set, would be get guise, feted greaves for your dps, buy masterworks arms and get pilgrim chest piece) this works for most of the dps classes, doesn't work as much for some utility. But for my dc, Im using guise, vt chest piece (masterworks is better and new chest piece from dungeon will be BIS I believe) , stronghold he boots (still one of the highest power amounts in game) and survivor wraps.. (again I think new dungeon will be BIS for power sharers) but this set up gets me to the 41 k power sharing mark (thats the amount I can share, not the amount I buff myself power wise.. I can get ot 115k self buffing or something like that, but 41k is the actual amount that counts for sharing) I think with some tweaks I will get around 42.5k or something this mod. I know some will be over 45k or 46k , but I will not buy purple sigs .. so it is what it is.
you do not need much gear to earn guild marks.. it may take you some time as its actually alot of guild marks, but ive pounded out 150-200k guild marks in 2 weeks time, just depends what you do in game.
The biggest and most expensive thing is the r12 bonding/enchants/pets for most toons, especially dps, new players have a huge curve, but atm, this is as easiest as they have made things to get a good amount of stats, for non crazy amount of grind, which, I actually appreciate, you maybe need to spend 1-2-3 million AD.. but hey, it is a mmo, it will require some grinding.

RAVEN I come from a game that did this and it ruined the game. You end up running the same content 10x and get the same piece of gear, slowing your progression down to almost a halt where you are dependent on RNG. Are you sure you want NW to add another RNG component to the game. I'm totally against NW adding more RNG, considering how bad my luck is with RNG other than +5 rings. I mean seriously, every time I run CN or FBI I get +5 ring but usually one I don't need or want. LOL...
Then again, you are right in that when you actually need the gear - having the seals to purchase allows you to get the pieces you want versus waiting for rng.
I would still rather do away with seals and allow the purchase of gear through campaign currency (I hate the sheer volume of currencies in this game)

I spent 10 preservation wards yesterday on a 90% chance - the RNG in this game is stupid, and they only ever seem to make it worse.

MMO's are a process and time investment for the most part, unless a player spends money to take shortcuts in the case of Neverwinter (getting campaigns, etc. from the Zen Market). Black Friday sale is coming up, 40% off campaigns is pretty much a steal.
It often amuses me when new content drops and players of "fresh"/under geared characters think they will jump right in and tough it out. Campaigns, boons, getting/refining gear/enchantments, etc. takes time as they should. Campaign boons often grant abilities/survivability no gear or items can and skipping them/progression because of the thirst for newer content will be quite the lesson taught and hopefully learned. Of course newer player probably wouldn't know but you would think players who are familiar with the game would know the importance of progression/campaign completion by now.
There are viable options outside of the seal vendor though being able to obtain unrestored relic armor and the items to restore it all via seals is a blessing (all things other than voninblood which is quite easy to obtain via digging and or buying relic caches from the trade house). There are a number of players that still don't have all their relic paces, let alone vivified.
The mysterious merchant grants some fairly decent gear (ilvl 450) with varying stats, 20-30k Guild marks each piece may seem like a lot but over time it adds up, also donating certain easily farmable items will speed it up. Insignia's, mount bonuses, companions, etc. there are numerous factors that contribute to a character's stats some are readily available via AD which can be generated a number of ways which also takes time to accumulate.
