It looks like it loses the AC by being fully charged.
If you allow yours to deplete to tier 2, does it match the collection?
Just trying to identify if only the tier 3 is bugged.
It crossed my mind at first as well that the cause might be the charging with vonin blood, and I am working currently on allowing my chest piece to deplete to tier 2. However, I encounter other players who have the same problem with their relic armor at tier 2. Here is a screenshot of a TR tier 2 relic chest armor piece, it has only 2AC instead of 8AC (according to collection page). Maybe all the relic armors are short 6 points of armorclass.
I let my armor deplete to tier 2, but the problem persists, the armor has still 8AC instead of 14. I also saw an OP who had his relic ward chest item (tier 2, ilvl 145), and it provided only 8AC instead of 14AC as well. It really looks like all the relic chest armors of all the classes are affected.
