It worked like a charm and not something that was more luck base. So to put it simply, the bug is the saved data we have for NW.
I figured out a fix a few days ago that has worked for me every time. From the home PS4 screen:
Settings > Application Saved Data Management > Saved Data in System Storage > Delete > Neverwinter
Delete the 10.49MB Neverwinter Saved Data. Once you log back in to the game you have to reset your UI and agree to terms of service again, otherwise you can log back in as normal.
How does deleting your save data help? Isn't that basically deleting your character and all the progress you made so far. Can you explain?
Only local content saved to YOUR PS4 is deleted. Since this is an MMO, most of the relevant stuff is on the Neverwinter server. The only thing that goes away as far as I can tell is your graphics settings and a Terms agreement.

Alright. I'll try it or I might get another class. Thanks for the explanation because that was exactly the thing I was thinking it could be.

I have joined and read this thread a little too late...both of my characters logged out in Helm's Hold and now I can't play...I saw that there was a maintenance just hours ago...I thought things would have been fixed...this is annoying!
This was the 2nd time it happened to me too...my friends just told me to create a character and then switch...it helped the first time...but now I'm just stuck and can't play the game!
Anyone know what the turnaround time on the support tickets are? I submitted one a couple days ago and haven't heard back yet, and I refuse to make a second character.

I was in the same situation as you. Look the guy a few message above is a genius. I been playing since last night since it worked. Go into your ps4 setting, System Store management, Saved data, delete your Neverwinter Saved data. Start the game and agree to the term services and do the UI. Log on into one of your character and move one to Protector Enclave. You should be fine after that. This might take a little amount of tries bc it took me a good 30mins repeating this over for it to work.
I tried deleting my save file, didn't work. I'm done with this game until i see a patch and my character loads. My interest in this game is fading and you're losing potential revenue on this bug.
i'm currently having trouble logging in ...at first i was disconnected from the game, then when i try logging back in a few times, it says 'shards unavailable, the word Play we click on to log in is greyed out, is there maintenance right now ?
When I got to the neverwinter menu the PLAY BUTTON IS GRAY and when I clicked it nothing happened and could not get to the characters screen  Is there any way to fix this
still frozen, some can get threw using another character. My cousin is playing and just switch characters once logged in with another lower level character. I had no such luck.
I'm stack in loading screen in reclamation rock i use many times my alter account to log in my main when get stack Now I'm out of luck I can't log in I'm VIP I have open ticket but no luck I hope the support fix it asap that is not fair to pay for VIP and I can't log in
Tried the delete cache trick, didn't work here (I didn't think it would, I have 2 PS4s and I get the same problem on both, if it was a local file issue it shouldn't affect both consoles).

Tired this and it worked for me. I first had a bunch of the issue that were happening lately and then my game wouldn't even load to the play screen before you select your character
One of my characters also just got stuck in the loading screen when entering plague tower (the actual tower instance after killing mobs outside the tower). I tried some of the above workarounds but am still stuck.

If you have no Alt character then create one, everyone can have two characters for free.
Ended up making an alt from one of my character slots and got it to work. Just didn't want to do that, being stubborn.
