Before launch of major updates, there are sometimes "pre-patches" available. When there is, after you close the game, the launcher will automatically open up on its own and begin downloading and organizing pre-patch data. Then when launch of that update comes, you'll have most (if not all) of the patch already ready to be applied. As the launch is already in progress, the pre-patch phase for this update is over.

Don't put too much faith in that light, as it's accuracy is dependent on whether you're logged into the launcher and when you logged into the launcher. If you want it to keep updated, you'd need to constantly load the launcher, log in, look at the light, close the launcher, repeat. Not logging in can give false readings as it's tied through the login server and will sometimes display online when its not, or vice verse. This is why community web sites rarely have accurate server status listings.

by the way, my level 23 'double refine' offhand is still only doing 1x refining ... anything to do to confirm this error? do i need to change instance for the 'double' to activate or something?

Is there an error code number? If it is 36, please reboot your computer as that means a process is being blocked or not shutting down and a PC reboot will resolve it. I'd try a reboot anyway, and even a power cycling of your modem(s) and router(s) just to be certain your DNS is all good.

All you can do is wait a bit and try again. A lot of players will still be downloading the patch content and the server itself is bound to be busy as hell. So yeah, you'll get in eventually.
