I'm not in game so I can't check but I think you can only get it from the vendor on the left as you enter Sharandar.

EDIT: I was wrong, it's from the Bazaar.

Thank you but you're wrong again.
These provided by you are pre-mod6 info. Spear of the fey is no more in the Bazaar and the item sold by the merchant in sharandar is called "Blade of the fey" (someone checked if it's spear-like?)

My mistake then. I'll check this evening but, typically, free transmute items are a reward (scrimshaw vendor in IWD), a drop in a skirmish, an item you can buy from an event vendor, a purchase from the Bazaar, or the Tarmalune vendor. There are a few in the AH but they're hard to find unless you know the name because you can't search on "free item change" or something to that effect.

Paladin weapon skins are being drawn from a pool of existing items, and it sounds like they opted to go with the rapier-like skin used by TRs and SWs here instead of the spear available to GFs.

You can only see the item for your class.
