bound scroll of identification as reward for 5th invokation/blessing

I noticed that all my level 60 characters have been getting "bound scroll of identification" from the 5th invokation/blessing reward. Why are we getting something thats only good on level 59 and lower gear on level 60 characters?

You're just unlucky. It was randomized as potentially a greater or normal scroll the first time you got one, but once you've gotten a scroll reward, that character is stuck with repeatedly getting that item. I've got a thread in the M6 forum that goes into more detail about it.
