This all comes down to 3 classifications.
A. Paladin, DC.. will never have to use any if played right.
B. The rest of the classes, if they use a good healing pet, will use a few here and there.
C. The rest of the classes, if not using a healing pet, and not geared well, will use more, mostly due to having to return hp via potions after combat.
So the lesson.. grab a healer (even the free basic healer isnt bad) I have a couple battlefield medics , a couple of anges and a couple of priestess of sune hanging around on my top 5 classes.

Class: SS/Thaum CW.
Potions: 1 in levelling to 62.5 so far, but about 6 in Dread Ring soloing Death forge at level 61 (Jawbone is now very tough for a less than level 70 toon). Phantasmal Fortress is much easier.
HR, 1150ish ilevel. Chugging potions like it's Diablo.
Leveling in the new zones a pack will often take off 80-90% of my HP right off the bat with their opening charge move. After that my healer companion draws aggro and quickly dies, but that and a potion usually buys me enough time to finish them off. I tried a build that takes better advantage of our CC (all 2 seconds of it) but that just resulted in slower kills and basically the same results.
One tip: Don't do quests in an area with stuff higher level than you. Just repeat some extra quests in the prior quest hub to level before moving on.
You can also sometimes negate the heavy charge damage by dodging immediately after aggro.
Note that for the most part, people reporting lots of potion use are trying to go into the level 70 zones where they were previously working on boons.
People reporting no or low potion use are levelling through the new zones.

I started out in the Drowned Shore and my GF, with augment active, is still running train on the mobs into level 62. I'm also employing the same reckless style I used in Mod 5 trying to get through the grind as quick as possible. From the stories I have heard I am not touching Sharandar/DR/IWD/WOD until I am appropriately leveled.
PSA: You don't need to grind Spinward Rise for your Elemental artifact main hand if you have some AD lying around. You can craft it via the Tyranny of Dragon's campaign screen.
