Champion's Battle Horn not working

I gave my new paladin a Champion's Battle Horn and it does not appear to be working. I saw that this was reported in February but then marked fixed. Could a bug have been re-introduced with module 6?

    I would like to be added:
    I have my Great weapon fighter and he has Champion's Battle Horn for several months. It worked all the time. But now, after upgrade (new module 6.) it doesn't work. And my wife (Trickster Rougue) has it too and it doesn't work too.

    Well it does work, you just have to be in combat. It would be nice if it was greyed out when not in combat or if the tooltip would indicate when it can be used.

    Ugh, I guess they changed it to not work out of combat because how dare someone use it to buff their speed just for the sake of running fast.
