Previously bought promo packs and shared bank account

Will old promotion packs ever transfer over or be claimable on the xbox one?
It seems like it'd go to waste if you couldn't claim special items that are on your PC character and not available on the xbox one.

As for the shared bank, do items on the pc transfer over to the xbox one if placed in the shared bank?
Because I've had items sitting in it for a while and still can't see them on the xbox one.

No, they are entirely separate servers. You cannot transfer items between them.
