That video shows you solo, how does that video relate to something that's supposed to reduce damage to allies? Is it because it's also supposed to reduce damage to you and it's not?
Don't take this next part the wrong way - I really am trying to help here.
Forget the video. Here's what you need to do.
1: On Preview, respect your Paladin completely. Leave attributes, feats and boons unselected.
2: Select only enough powers in order to take Shield of Faith, but take no other.
3: Make sure to unslot all passives and move all companions to your inactive list.
Now, go do the same thing you did in that video. Try to find a solo enemy if possible so you don't have different enemies in the data who could cause some randomness... Let them beat on you for a while, long enough to establish a baseline. Probably 30 seconds should do. Run away or whatever to end that combat so you don't mix this encounter with the next one.
Click End Encounter and repeat the above with Shield of Faith and let it beat on you for as close to the exact same amount of time as you can.
Now, take those two encounters and look at the average damage in and the average base damage in. Using some math, determine the % reduction before and the % reduction after. Along with screenshots of ACT, post your calculations.
If it turns out that those reductions are very close to being the same, then you've positively validated this bug. In addition to all the data, write up some very straight forward and simple steps to reproduce it, along with a basic description of the defect. Also include your expected result and the observed result. Put all that into a single post and put it here.
If you can't or don't want to do all that, that's cool - I'll do it on Thursday, which is probably the next chance I'll have get on Preview and post my results.

That's the prep work.
Now, fire up ACT (Advanced Combat Tracker: http://advancedcombattracker.com/), make sure you have the Neverwinter plugin installed (https://github.com/nilsbrummond/Neverwinter-ACT-Plugin) and that the combat log configured and turned on in Preview (enter: /combatlog 1)
