well i dont know if its giving me all the damage but for the last tier feat it only gives me 4 stacks of instigators vengeance

you get a 10% permanent boost from the capstone and then every time you get hit you get a stack that gives you 10% more damage to a total cap of +50% which includes the permanent boost. so you only can get 4 stacks
