I am curious about the refining points that is required to refine an artifact, 100 (legendary) to 140 (mythic) I couldn't find any information about this. If you have information about it could you please share? Thank you in advance.

Clearly you failed to see the point. It is 7.4 MILLION more RP to get from 100 to 140 so that is a total of 11Million RP per artifact slot. It was already bad with the 4.6mil to get legendary weapons.

I do see the point.
The point is that it isn't intended by the game designers - like it's been with all those 7x oranges popping up almost instantly after Mod 5 release - that everybody runs around with 4x teal artifacts 1 week after they're introduced...
...which is a point you might not see.
That way it'll also take longer until everybody comes pesking and QQing "Meh. Game boring. Got 50kGS ticked off. Stuff die too fast. Make challenge again...." ...maybe, I doubt it, but maybe at least.
I can't believe you just said that. You do realise the only reason it's somewhat workable is because you can get cheap r4s from bots?
ROFL@ "cheap"!!!! Even if you refine artifacts with R4's, it would be still about 0.5 AD per RP, more than doubled from a little more than 1 month ago when I made my artifacts legendary. Don't tell me about 2x RP event because the price would be more than doubled and the players actually have to pay more.
Let's see one new artifact slot is added, that's more than 10 million RP needed. 7.4 million more RP for each legendary artifact to go to level 140... that's 22.2 million for your current artifacts even if they are maxed. So, 32.2 million RP or more than 16 million AD needed. Yes, right! That's "cheap"!!!

Here's a thought...maybe the Developers don't want people running around with 4 Mythic Artifacts on day one.

I think we're also forgetting that all the enchantment drops are going up a tier, with rank 5s being the new rank 4s.
Yes, it will still be difficult, but we should reserve our judgement on exactly how difficult until after the Module launches.
And I agree with Ironzerg that artifacts aren't designed to have at max rank on the first day, or even in the first couple months for that matter. The blood rubies are there to give people a way to speed it up, but I doubt they are intended to be a way to get artifacts all the way to Mythic rank on day one.

Go to business school. Get a degree. Learn the truth. Many businesses are built around taking a "suckers money". Its up to the consumer to determine value, not the other way around.

I found R5 dropped in Preview, but rarely.
That'll bring the 6.6 (or 7.4 whichever is accurate) million RP require down to a somewhat more bearable amount of 1.65 (or 1.85) million RP.
Granted it is still a hefty amount for some, but at least we can enjoy the bonus.
I know of folks who have been busy with PVP, GG Dungeons, etc, to stock up banners/bloodskulls for this purpose.
