1) With the old items, you had to get Enchants/Runes leveled up for maximum effect.
2) These old items were for play up to level 60 and the first few expansions, where you worked to earn Boons, to compensate for the gear topping out at 60th level.
Yes, Artifacts when originally found, are slightly weaker than Tier 2 or 3 epics from the Expansions, but that changes so quickly once you work to get them empowered to higher levels.
I for one, think they are a great addition to the game.
the biggest thing i have issue with is the helping other people part. artifact equipment is single player focused with heavy focus on grinding out rp to level it up. grinding rp is also very single player focused, as the best places to grind rp are foundries or running around iwd or whatever killing everything you find. (or as many people still do, some form of botting) OR paying money. So, from what I can see, the direction of the game has shifted from a coop friendly environment where we work together for our gear to a single player pay up or be frustrated with the ridiculously long grind. I have all purple stuff on one of my characters. Took many many hours of grinding to get it. I will not do it again, as getting my t2 sets and dread legion weapons pre-mod 4 was actually fun and pretty much only able to be completed with friends helping out. The game has changed, and not for the better.

Sounds like some of you want an easy button put on this game. Gear wouldn't be "Legendary" if it were easy to get. The refinement system makes it so you cant just pump out legendary gear in 6 or 7 hours. If everyone could get Legendary gear so easily the game would stagnate quicker than it does already. Unless of course you pump money into the game which after all is what pays the developers who create new content. Now there's an idea, new content and tons of it. New quests, new campaigns, new zones, less repetition, more difficulty. That's what I'd like to see is some real dificulty.

fallen dragon off hand was annoying. dread legion stuff, which is only slightly less awesome, was not difficult at all. except for the fact that it did take a while to be good enough to feel confident in valindra. so gaining that weapon set felt like a fun achievement that was attainable, and it also took cooperation with friends. Not much in the game has that feel currently.
All of which can be acquired for free by playing the game for free, and taking time to advance your character. While playing the Character for free, you acquire gear you can Refine into those Artifacts, sell for AD on the AH, and/or Salvage for AD for free.
Hint: You don't need everything right now. Take time to earn it, and enjoy the satisfaction that comes from acquiring things through your efforts, and leave the whining aside.
I did enjoy it, BEFORE artifact gear. Yes, you can acquire it for free...but at what expense in terms of time? Well, lets take a look:
Assuming you were to have copied my whole post and not just a small part of it, you would have noticed I mentioned it would take 1666 hours to get 1 character perfect gear via grinding CN, assuming you won the last drop every single time then auctioned it off. That was also assuming you took only 20 minutes a run, which is a fast time. This is, by no means feasible as the moment the next mod comes out and there is new artifact gear, this same grind which you have just completed begins anew. So, as grinding dungeons is not feasible, lets look at the cost of a leadership army. Firstly, you need to unlock 50 odd character slots and level leadership on all of them to level 20. This is a significant time investment and they will reach level 20 after about 3 months. You then need to spend about 3 hours per day just managing professions...This looks less like playing a game then managing a job and there is no fun to be had in managing an alt army. The next method would be slotting dragon hoard enchants and methodically farming RP, again, this is also more like managing a job then playing a game and there is little enjoyment to be had here. The question is not, is it possible to get stuff free, the question is, is there a feasible way to get stuff for free without transferring this game from a game to a profession. Before mod 4 and the introduction of the first piece of artifact gear, I would have said yes. Since then, it is no longer possible to even pretend that you can get the best gear in the game, without turning this game into a full time job. I have no intention of quitting, however I ALSO do not hold to the illusion that this game is in any way f2p friendly and I will never aspire to have the best gear, unless this game changes so radically that it once again becomes possible to aim for the best possible gear without either paying cash or without grinding my soul away.
And don't bother comparing this game to a subscription based game, this game would never survive on a subscription model. It is too buggy and there are too many things that need fixing for it to even consider surviving on such a model. If the pricing in game was reasonable, I might consider investing, but the very thought of the pricing in this game puts me off that idea, due to it being ridiculously expensive. This game calls itself "f2p" but in contrast to games like path of exile, it is anything but. It is a sad thing, as the combat system in this game is really quite enjoyable and I much prefer this game to PoE.

There is no need to be rude and TOP level Super Mario Brothers are really hard.
If you ask no "repetitions" and "more difficult" content then you must do sam what you asked others do, but Super Mario Bross is then too difficult to you.
NW was nice game, but refining system is making it worse. I dont understand why we cant feed 99 stacks Rank2 enchants to Artifact, why need "drag-drop clikc" 60. 000x per item, if game difficulty is just "repeat" is it difficulty at all?
I'm sorry, but this game is turning more and more into Refinewinter, and I start to care less and lest about artifacts. Just saying, most of us never finished refining our current artifacts, and we're getting new ones. No thanks.
I hope they add some actual content with M6, not just a new bunch of daily/hourly quests and more artifacts to refine.
Refining needs to be worked into gameplay if this game is going to have real long term success. Not sure how they would do that but yes, there is less and less and less content and more and more and more refinement.

You want difficulty with the current content? try soloing it. It is actually a test of your ability, something I severely doubt you have if you defending this horrible RP system.
They haven't changed a THING with respect to refining. Why should they? Isn't it fun clicking 150,000 times? I find it most enjoyable. Isn't it fun spending 200K+ for a stack of peridots? I love spending AD on this stuff, especially since all the dungeons now drop 1.5M AD stuff. /sarcasm off
It is widely known that they don't play the game and that is the explanation for the lack of proper balance or refining changes. All it takes is a few hours in the game to see just how bad all this is.
