Sever/Shard is still Down

Sever/Shard is still Down. What is going onit is 2 hours past the time of posted time & no news on what is going on. Then there is an admin going around locking down any threds or post asking this question or about the patch notes with a non-explaning sticky link that realy tells us nothing.
