Blame Microsoft. They do not allow any game to be cross server like that on Xbone. Even if Cryptic wanted to, it could not be done.
PS. Your very wrong about this, as it is being done. Fable legends will be the first to go cross platform between xbox/pc. and don't forget eso is doing free character transfers to people who bought the pc version in first two months we also get the game at a discounted price for the xbox. but the cross platform/servers is just a huge pile of mess from what ive seen and heard. and imo I don't mind starting over.

Closing this down now. No need to be rude folks. It doesn't matter what another game does. The bottom line is that there will be no cross play with Neverwinter at this time. The Devs did say that such is not off the table for the far future, just for the foreseeable future, they have no plans for cross play with Neverwinter. That is your answer. No need to argue and be rude to others about it.
