is it still possible to craft these in professions. I've been looking for the rare task in tailoring, but it doesn't appear. was this task discontinued?

Yup you can no longer make them. They were removed so that they wouldn't have to add more to the profs when they made a new character.

There are kits now for similar "reinforcing" however.
