I have been playing through the content with an Oathbound Paladin to test it, but I have not been able to access any Foundry quests. Are they all disabled on the Preview server?

I suspect it would require a completely separate publication push (the one they have to do after a Module launch), since it's a separate shard. I played a little bit of Foundry on preview when I was testing the HR, but the selection then was limited.
Foundry (quests and authoring) is only available on the Preview test Server when they want actual testing of the Foundry for something new. This is the same Beta Foundry all Silverstars (the forum title we earned) were using when we were beta testing the Foundry. It was deactivated once the game officially launched and I don't recall it ever being needed again up to this point.
It requires that the Devs actually copy all the Foundry quests over to the preview server - just like downloading a huge library of files from the Internet. Not a pretty (or fast) process - so it makes sense that they are all offline on preview.
Here's a pro tip: if they ever turn on the Foundry on preview server: it's good thing because it means important updates are up for testing in the Foundry - meaning either new stuff in the editor or some serious bug-quashing, etc.

I know I ran a Foundry quest or two with my preview HR because that daily was how I earned myself a smidge of AD to buy some potency marks, as I was concurrently trying to provide feedback about how the new refining system would feel to a new player starting out with no resources.
Like I said, the entire catalogue didn't appear to be available at the time, but there were some quests to run.
Sorry if I go a bit OT, but I can't open new threads. I'd like to test some stuff on preview server, but since foundries are offline I don't know where to go (there are always people skilling dummies). I need to test variations of about 5% dmg, so I need hundreds of datas on same kind of mobs and no one interfering. Any advice?

Target dummies in Trade of Blades in PE, or Dread Ring if it's open.
I'll try the ones in Dread Ring. In PE I can't change instance because there are few people, and there is always someone debuffing the dummy, and when I change dummy he follows me -.-
EDIT: Nevermind, it seems that Dread Ring is still closed.
