You can do so in one of three ways:

1) Press the "H" key to bring up the GM help menu, then click "Behavior". This will allow you to submit a GM ticket with a screenshot automatically attached.

2) Visit our support website and file a ticket (When asked for a category, select Customer Service > Report Violation )

3) If, for some reason, the support website is not working for you, send an email to customerservice@perfectworld.com

If you have their @handle and you're sure you were not in the wrong, contact Support via the Webform or via in-game GM Ticket (Escape > Help > Request GM Assisitance > Player Behavior) and provide as many details as possible, such as date, time, @handles involved, etc.
