Here's my system, which the game runs great on. Prior to the card I have now, I had an AMD Radeon 4000 series and it ran good on that too. Was a noticeable improvement upgrading to 7770 though.
Processor: Intel(R) Pentium(R) Dual CPU E2200 @ 2.20GHz 2.20 GHx
Installed memory (RAM): 4.00 GB
System type: 64-bit Operating System, x64 based processor
Operating System: Windows 8.1 Pro
Display: AMD Radeon HD 7770
It's free to download and play, so the only loss in trying is a little time.
You'll have to set the graphics to minimum most likely but it should Play. I played from beta to mod3 on an i3 with an intel hd chip. Only difference is I had more ram.

OP, the first computer I started playing NW on had an inferior CPU to yours, but a better GPU - you should be able to run the game, though. The best advise I can offer is to start with your settings turned down, and systematically start increasing them one by one, until you get a balance of performance and appearance that you like. One important note on that, however - make sure to keep lighting turned up, or all textures will appear flat and muddy, (I think it's lighting that is the big decider for that).

im still so new to this whole computer specs. but atm im just too poor to afford anything past 600$ Ik there are some good pcs/laptops that can run this game on Mid High/High grap settings with no problem. Like my friend who bought an HP laptop and he runs this game with pretty high settins no problem.

What you listed will be able to play it, it's just not going to have all the "shiny" that it can possibly do. It's not like you're going to have to make it 8bit to play or something.

Wait.. do you already have the PC or no? If the answer is no, then we may be able to help find you a better deal for the money. If you *do* already have the PC, then make the best of what you got, and perhaps try and save for a dedicated video card somewhere down the line. It's not the kind of computer that matters - but whether you can have fun while using it!

Yeah, you should be able to find a better PC for that amount. A lot of folks would be happy to help with that! For example, I forget the model but my mother bought a prebuilt emachines (dell) at walmart for $350, and it's better than that, by a tad. Hers just really needs a much better vid card and one more stick of ram, which isn't that much considering the price she paid in store. Some prebuilts have issues though, so always best to do a lot of research and read the issues folks have with any specific model first. I know hers has issues with flash browser games but plays Neverwinter decently on low-mid graphic settings.

Main problem is that you don't have a dedicated gpu. While that would no doubt help, cpu speed is not your main problem.
