ok you need go fast to the heads but priority is to do it right. If for example you dont have the green gem dont go first to that head.i have seen 5-6 poeple go to green head without having the gem the result was -6 players on the head because they died.Also what about those players with the dodge from one head to the other reminds me the shortcut in castle never,if they fall into the edge? again lesser poeple to next head.RISK to do the shortcut to earn some seconds i repeat you risk to fall down.AND final those poeple see a cleric cant cast for any reason instead go help run to the door to leave temple.
I am replying in general. Many of us can say a lot things about how to win Tiamat, but the kicker is most of what you say will constantly be disregarded by players. That's the nature of PUGs, and next time you do Tiamat again, you'll have a whole different set of issues.
When I see players doing something counter productive, I will first say in local chat a few times before I send the players a PM, but so far it has always gone ignored. When I've had enough, I will simply drop and leave those players which usually turns into a mess and then hope they wise up in future, unlikely as it may be.
As for how players run, you have no control. Many of them don't want to die and hope the slower player gets killed instead. Personally, I will drop every CC encounter when the beams come on to give others a break before running, I will constantly get jumped but that's why I run with Waters activated to heal me, but honestly, even after helping them, some still run and die at the heads. It's not a big difference.

The Tiamat raid needs to be invite only. Running PUG groups is like herding cats. I have never seen such morons all in one place. I mean its not hard yet I have seen failure on so many epic levels. Its fight is very cool when you get a good group but even when I group up with my guild we get separated at the door. This needs to be fixed.
