I started playing this game over a year ago through Steam. Around Oct or so this year, I believe I started using the Arc client. So I was using only my 2 free slots up until then, first there was an HR then a TR. When I went to the Claims Agent in PE to pick up my artifacts, both characters were able to pick up both the Sigil of the Hunter and Sigil of the Trickster. No sure if this was ever WAI.
About a week ago, I decided to finally make a 3rd charcter, from the slot open up from transferring Zen for the first time. I created a Scourge Warlock. My SW cannot pick up Sigil of the Scourge, only Sigil of the Hunter and Sigil of the Trickster. I have completed the necessary prerequisite mission. I was told to go to see the Claims Agent. However, no Sigil of the Scourge. I have no idea how to bug this in game. Everytime I try I fill out the required fields then it tells me to look for similar problems in the database, then when I do that all the data I enter is gone. So I come to the forum for resolution. How do I as a Scourge Warlock, get to Claim the Sigil of the Scourge Artifact? This appears to be broken for me.
If you completed the Vault of the Nine quest on your Warlock, the artifact might be in your inventory, thus preventing you from claiming one.
If you turned in the quest after killing the beholder, didn't receive the artifact, and didn't unlock the artifact, then the quest somehow bugged out for you.

Yeah, the character that completes the mission gets it in their backpack and won't be able to reclaim another until you've discarded it. Just look in your inventory, it's either in there or got auto-equipped if you didn't have any artifacts equipped when turning the mission in.
No its not in my backpack. And I think it has been bugged for me for some time. My HR and my TR could both pick up the 2 unlocked artifacts. Now that I have created a 3 character, I can still pick up both of the original 2 artifacts (Sigil of Hunter and Trickster) but cannot get Sigil of the Scourge. How do I go about getting this corrected?

You'll need to file a GM Ticket in game on the issue from your SW character that didn't get the artifact (check your bank first to make sure you didn't accidentally bank it - but since even a new character cannot claim it, something is indeed amiss). ESCAPE > Help > Request GM Help > and choose the Items OR Quest category but don't file it as a lost item or bug report, since you never got it to begin with. Feel free to reply back with your Ticket Number. Moving to bug reports now.

Not checked that, but dont believe so. I will check and get back to you. EDIT: No luck. Tried to with both of my other characters and its not unlocked for them either.
When I try to bug this in Game I get to Request GM Help: Items window, fill out both fields, but it wont let me submit. It says view list of known bugs before requesting help. When I do that my data disappears. It wont let me submit properly.

You can then try the web form. But it sounds like you're missing the step where you need to press the button to file a ticket anyway.

Wait... something does not compute... you created a Scourge Warlock a week ago, and you already got it to 60, got enough boons unlocked on either Sharandar or DR (it takes 2 weeks minimum unless you buy an unlock from ZEN store), entered Icewind Dale, and completed the Vault of the Nine mission?

Buying relics you could run the dungeon in dread ring once then pay 675000 AD for relics and have the boon component unlocked in minutes. So for a player with resources it would be very possible. When SW's were released I saved up a bunch of stuff and was in IWD the first day I dinged 60 on him.
1. Is your SW level 60?
2. Has it reached Icewind Dale?
3. Has it completed the Vault of the Nine mission?
If the answer is "yes" to all of these then the artifact should be in your bag, unless you moved/discarded it.
If not, you have not yet unlocked that artifact.

Are you sure you already have access to IWD?
You can only get there if you have the prerequisites, and I think you can not get them within a week unless you buy them with ZEN from the ZEN shop.
You need to defeat the beholder with your SW to get access to the SW artifact. Did you do that?

You unlock the artifacts for a particular class after doing the quest in IwD with that class, and they are available to all of your characters. You can use any unlocked artifact on any character, regardless of its class, and they will work exactly as they are supposed to (they are not class-bound in any way).
So, you can claim and use your Hunter and/or Trickster artifact on your warlock, but before investing too much, you'd better check if the stats/powers you get are the ones you will need in the long run.

1 Artefact is better then none, before lvl 60 water of elha zad is probably the most useful which you can get from artifact quest and used later to refine a union artefact. So rooting for warlock is not too useful, I would go Water, SW, TR once you reach 60.

Thanks everyone. OP, please update your ticket and select to close it upon updating it.
In order to unlock a class artifact for all characters, at least one character of that specific class needs to actually complete the Class Artifact Quest in IWD. This means you need 2 characters at level 60 and both can enter IWD. When this happens, any level 60 character you have that can enter IWD will be able to pick up the Class Artifact Quest. Once the quest has been completed on a given class, that class artifact will then be claimable by any character on your account, regardless of level.
