First off, I understand the issue here - if you kill the red dragon, all the other dragon HEs despawn and people get mad about that. Keep your rage to yourself please, or keep it on Zone which I don't read.
My question is this. I took this note in todays patch notes:
Well of Dragons: Fixed an issue where the dragon encounters could erroneously despawn if certain conditions were met.
To mean the problem where if you kill the Red dragon all the other dragons despawn was fixed. Clearly, since killing the Red dragon STILL causes all the other dragon HEs to despawn, this isn't the case.
That means, I would assume, that this is an intend mechanic. I don't understand why. There's nothing that exists that I've seen in game that leads me to think there's supposed to be some sort of order to those HEs. Futher, it seems strange to me that killing the Red first, but not any of the other dragons, makes all those others vanish.
It's possible this was supposed to be fixed but wasn't (and I simply didn't see this mentioned on the forum), but since the Known Issues post hasn't been updated, I was hoping to find some clarity on this issue.
Is it intended? If so... I'm confused a bit I guess. Can someone explain?

No it was a bug but it is fixed isn't it? yesterday some people killed the red before we finished the circuit but the rest didn't despawn.
Hit whatever dragon you want regardless of the order.
I thought the killing red dragon before others bug was fixed?
IWD HE icons have been doing this since Mod 4 launched. I hadn't noticed any particular reason for it, but possibly the large icons indicate where the majority of players are already?
